Dr. Rosa-Maria Torres del Castillo is a linguist, educationist and social activist with extensive national and international teaching, research and advisory experience. In Ecuador, she was Pedagogical Director of the National Literacy Campaign "Monsignor Leonidas Proaño" (1988-1990) and Minister of Education and Cultures (2003). In Nicaragua she worked (1981-1986) as advisor to the Vice-Ministry of Adult Education and later as coordinator of the Popular Education and Communication Project at CRIES - Regional Coordination for Economic and Social Research for Central America and the Caribbean. For six years (1990-96) she was Senior Education Adviser at UNICEF-HQ's Education Cluster in New York and as editor of UNICEF's "Education News" bulletin. She was Programme Director for Latin America and the Caribbean at the W.K.Kellogg Foundation (1996-1998) and researcher at IIPE-UNESCO Buenos Aires (1998-2000). In 2000-2001 she assisted UNESCO in the organization of the UN Literacy Decade. Since the World Education Forum in Dakar (April 2000) she promoted and coordinates the Latin American Statement for Education for All. She is the author of numerous books and articles, and moderates several national and international virtual communities and networks on education.

Specialised in youth and adult education, literacy, learning communities and lifelong learning. She was in charge of drafting the regional report on Youth and Adult Education in Latin America and the Caribbean commissioned by UIL (UNESCO Institute for Lifelong Learning) for presentation at the VI International Conference on Adult Education (Belem, Brazil, 19-22 May, 2009). Together with a group of experts convened by UNESCO, she was in charge of drafting the Base Document for the United Nations Literacy Decade (2003-2012) discussed and approved at a special session during the World Education Forum in Dakar (2000). Ha sido entre otros Directora Pedagógica de la Campaña Nacional de Alfabetización “Monseñor Leonidas Proaño” en el Ecuador (1988-90); asesora en la Sección Educación de UNICEF en Nueva York y editora del boletín Education News de ese organismo (1990-96); Directora de Programas para América Latina en la Fundación Kellogg (1996-98); investigadora en el IIPE-UNESCO Buenos Aires (1998-2000) y Ministra de Educación y Culturas en el Ecuador, designada por el Movimiento de Unidad Plurinacional Pachakutik (2003). En el 2000 fue parte de un pequeño grupo de especialistas convocados por UNESCO para trabajar en la preparación de la Década de Naciones Unidas para la Alfabetización (2003-2012) y estuvo a cargo de la redacción del Documento Base de dicha Década. Entre 2006 y 2009 ha trabajado como investigadora y asesora institucional del CREFAL (Pátzcuaro, México). A solicitud del Instituto de la UNESCO para el Aprendizaje a lo Largo de Toda la Vida (IUAL), estuvo a cargo del informe regional sobre la Educación de Personas Jóvenes y Adultas en América Latina y el Caribe, para su presentación en la VI Conferencia Internacional de Educación de Adultos (Belém, Brasil, 19-22 mayo 2009). Desde el 2000 impulsa y coordina el Pronunciamiento Latinoamericano por una Educación para Todos.
